For some of us, they are familiar sights...abandoned incomplete construction of unidentified buildings, mounds of sand and piles of cement blocks for - forgotten promised facilities. And for some residents in Morvant, the neglected HDC project in their community, they say, not only pose a security concern but prevents them from improving their area.
